REGULAR MEETING APR. 21, 2008
WILLINGTON PUBLIC LIBRARY COMMUNITY ROOM 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Palmer & Charette, L. Nicholls, the Library Building Committee and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN PALMER MOVED TO APPROVE THE MINUTES OF 4/7/08.
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 4/9/08.
Selectman Palmer seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented we got $1.25 at the auction. We are sweeping, grading and working on washouts. The signs are up at Latham and Burt Latham Roads. The waste oil furnace has been repaired, it is up and running. The gas pump is out of fuel; we are set up at Red & Art’s to get us through until the new budget.
SENIOR HOUSING TAX REBATE DATE CORRECTIONS
First Selectman Eldredge commented the Grand List should read10/1 for the rebate instead of 10/31.
FIRST SELECTMAN ELDREDGE MOVED THAT WE CORRECT THIS OFFICIALLY AND
THAT THEY SHOULD ALL BE 10/1 FOR EACH YEAR INSTEAD OF 10/31.
Selectman Palmer seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
DISBAND THE WILLINGTON LIBRARY BUILDING COMMITTEE
The following are on the Willington Library Building Committee: Suzanne Chapman, Suzanne Daras, Dave Gankofskie, Susan Gifford, Donna Hardie, Kathleen Lisiewski, Carl Panciera and Roberta Passardi and architect Dale Cutler, Pat Keefe moved just before the Library was finished. First Selectman Eldredge
commented the whole building process went extremely well, coordinated by Dale Cutler. Dave Gankofskie was the owner’s representative and saved the Town thousands of dollars, Dave worked excellent with all the people. We could not have done it without Dale and Dave. First Selectman Eldredge read and presented individual certificates to the members of the Building Committee and Dale Cutler.
FIRST SELECTMAN ELDREDGE MOVED THAT WE DISBAND THE WILLINGTON LIBRARY BUILDING COMMITTEE WITH SINCERE APPRECIATION FOR THE JOB THEY DID.
Selectman Charette seconded the motion.

REGULAR MEETING -2- APR. 21, 2008
Dale commented the as-built is 51 pages, the Building Committee suggested we scan it and have a disc for read only made. The Board agreed to this.
TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $1,628.65 TO FRANK DeFEO.
Selectman Palmer seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $2,496.67 TO RICHARD MATHIEW.
Selectman Charette seconded the motion.
VOTE: 3 YES (ELDREDGE, PALMER & CHARETTE) 0 NO
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $1,519.48 TO ERIC PATRUNO.
Selectman Palmer seconded the motion.

GOOD & WELFARE
First Selectman Eldredge commented we received a letter from the Solid Waste Advisory Commission that they all resigned. I would like to see the SWAC continue, they did a lot of good things in the past, I would like to send a letter to them asking them to continue. Selectman Charette commented we should talk to them and hear why they feel they are not needed. SWAC will be invited to the next Board meeting. First Selectman Eldredge commented the Transfer Station Ordinance says no fee will be charged to residents. This could be in direct violation of the ordinance. Selectman Palmer and Selectman Charette agreed that it was a tag fee, not for dumping, a means of paying for the stickers. First Selectman Eldredge commented he thought that would be a fee for using the Transfer Station. First Selectman Eldredge commented he would get the opinion of the Town Attorney.
Selectman Charette commented we need to discuss the break in. First Selectman Eldredge commented everything was sent to the crime lab; they did not identify any individuals. They are looking for items to show up in pawnshops. Selectman Charette asked was there a lot of damage? First Selectman Eldredge commented not as much as before. As of today there are no leads. Selectman Charette asked if the changes we made after the last break in made any difference. First Selectman Eldredge commented we did not make any changes. Selectman Charette commented we need to do something. First Selectman Eldredge commented he is checking into cameras. Selectman Charette commented the Trooper said we should at least have something to make noise or lights to alert the
neighbors. Selectman Charette commented Public Works did a nice job on Old South Willington Road. Kathy Lisiewski commented Moose Meadow Road is nice and clean.
SELECTMAN CHARETTE MOVED TO ADJOURN THE MEETING AT 7:00 P.M.
